		<description>It is probably because they are over breading the horses and having trouble getting enough sperm to bred to all of the mares that they are contracting to.  For Throughbreds (racing) to be registered they have to be a live cover.  They may also be trying to breed successful stalions through more of their life before they retire to a pasture.  That seems a little overboard.  They can't use it for currently racing horses though because it would show up in the blood test and they would be disqualified.</description>
